compartments too we read: “The railways are
national property. Damage to the Railways is
damage to the entire nation,” This admonition is
there for all to see, but that does not prevent people
from running off with toilet mirrors and bulbs from
compartments. Evidently the consideration of
‘national’ interests is not compelling enough to
restrain people from the dogged pursuit of their
own selfish interests. Those who wield power are
no less offenders than the general public. On the
one hand it is announced that the “use of public
resources for private profit is a betrayal of the
nation,” while, on the other hand, we hear of
massive national projects having to be abandoned
because the funds meant to finance it are being
siphoned off by those in positions of responsibility.
Intensive efforts have been made to improve the
morals of society, but the majority of these have
been an abysmal failure, and national life has
remained bereft of the ethical standards that are a
prerequisite for true progress.
All this testifies to the drastic effect that the denial
