orphans.

plight of the people.
- It is the duty of the rulers to
come to the assistance of the
people and not that of the people
to go to the rulers.
- The rulers who neglect the poor
are hated by all.
- The sorrow of others brings
tears to the eyes of true Muslims.
- Only the believing, pious rulers
address the needs of the poor
immediately. This is so because
they fear the anger and punish-
ment of Allah. The rulers who do
not believe in Allah nor fear his
punishment seldom show con-
cern for the poor. Therefore only
the pious, Allah fearing men
should be chosen as leaders.
